I received my Bachelors Degree in Political Science at Marshall University in 1983. I attended graduate school at Marshall University for the academic year 1983-1984. Beginning academic year 1984 I attended the Ohio Northern University School of Law. In the summer of 1985 I attended the University of Notre Dame’s London summer law program in London, England where I studied international law. Mr. Blair resides in Putnam County and has always been dedicated to serving his community. After receiving his B.F.A. from Marshall University, he attended and graduated from West Virginia University College of Law. At WVU, he worked in a legal clinic, working closely with clients in southern West Virginia and local governments and municipalities throughout the state. He also actively participated in a mediation program designed to mediate civil matters in local magistrate courts after being trained in mediation by the West Virginia State Bar.
